JOB DESCRIPTION: DATABASE DEVELOPMENT CONSULTANT

Based in: Yangon, Myanmar
Period of Work: 3 Months

Background
The International HIV/AIDS Alliance is a British based charity that supports communities in developing countries to play an effective role in the response to AIDS. The Alliance Myanmar has recently initiated a project to work with private sector practitioners to deliver HIV treatment services through a linked referral system with local non-governmental and community-based organisations (NGOs and CBOs). This innovative initiative seeks to develop alternative models for scaling-up anti-retroviral treatment in Myanmar. The project will be managed by a project management unit which will also provide technical support to ensure quality of treatment services.

Purpose of Job

• The main purpose of the job to is to set up the required databases and support their good
functioning
Supervision and working relationships
The Database Development Consultant will be based in the PPPH project management unit in
the project office. He/she will be supervised by the Project Manager.
The Database Development Consultant will work with each of the members of the Unit to
develop the different monitoring systems. The Database Development Consultant can request
the assistance of the Data Administrator for the collection and entry of data.

Person specification
Essential
• Excellent knowledge and experience of developing databases, Access and Excel
• Excellent skills understanding and speaking in the English language
Preferable
• Experience in the area of Public Health and HIV/AIDS is an asset
• Experience in the area of programme and project costing is an asset
• Knowledge and experience of SPSS and Epi Info is an asset

Major responsibilities and tasks for the 3 months
1. Set up of four databases
• Work with the Project Manager and Technical Advisor to design and set up an
Epidemiological database and a database to track Service Provision
• Work with the Admin/Finance Officer to design and set up an accounting system 2
• Work with the Logistician to create a database for Stock Management and Consumption and
a tool for procurement.

2. Ensure that all databases are functioning well
• Support the Admin/Finance Officer and the Logistician in the functioning of their databases
and develop the databases as per their requirements.
• Manage the Epidemiological and Service Provision database and develop the databases as
per the requirement of the programme
• Manage the Consolidated database

3. Analysis and Reporting
• Provide a monthly report of epidemiological activity and assist the Project Manager in
performing different analyses
• Provide a monthly report of Service utilisation
• Support the Project Manager to produce a consolidated report from all the databases

4. Training of personnel
• Train all the Unit members to use the databases and on methods for analysis
• Train the data administrator to manage more and more aspects of the databases

HIV Health Educator

Job location: Dala, Twantay and Seikkyi Kanuanghdo Townships - Yangon Division
Starting date: As soon as possible
Duration: 6 months (extendable)

Job purpose
The HIV Health Educator would provide Health Education and Behavior Change Communication on STD and HIV on the
high risk groups of the community using different tools and strategies in Dala, Seikki and Twantay Townships/Yangon
Division, under the supervision of the HE HIV officer.
Job description
1) Assessment and preparation
- Identification and sensitization of high risks groups for behavioral change promotion
- Assist the HE HIV officer in designing, supervising and implementing HIV related Behavior change
promotion activities
- Plan of Behavior change promotion activities according to general objectives of HE HIV team
- Participate in the identification of IEC materials needs and development
- Participate in the training programs and in other organization activities
- Participate in need assessment studies carried out in the field of Health Education
- Regular self update on topics related to work and sharing with team members.
2) Health Education and Behavior Change promotion activities
- Maintain and extend network of at risk behavior people
- Conduct direct Health Education (HE) sessions in the community for at risk people.
- Carry out training programs for the peers and other specific groups.
- Facilitate self-help group development
3) Monitoring and reporting
- Maintain proper recording of all activities and establish daily, weekly and monthly report
- Actively participate in data collection, monitoring & evaluation of the project: direct health education
sessions and peer educators activities (qualitative and quantitative)
4) Others
- Respect the principles of confidentiality and privacy
- Keep good relationship with other AMI-staff and implementing partners
Requirements:
- Experience: Knowledge and experience with education, behavior change communication approach and
community mobilization and strong background and interest in HIV/AIDS and STD issues
- Excellent interpersonal communication and organizational skills
- Good Communication skills in Myanmar / English an asset
- Adaptability about work and time schedule
- Motivation, dynamism and positive mind are required to contribute to the AMI project objectives
- Be willing to learn and improve his/her skills and knowledge
- Computer skills an asset
